Bond Tax of 1949" and shall be levied at the same time
and shall become due and in arrears at the same time, and
shall bear interest from the same date, and shall be liens on
all property of the person or corporation assessed, and
shall be collected in the same manner as other taxes now
authorized to be levied, assessed and collected by said mu-
nicipal corporation. The proceeds of said special tax shall
be kept separate from the other funds of said municipal
corporation and shall be used for the payment of said
bonds, and for no other purpose whatsoever.
SEC. 5. And be it further enacted. That the bonds issued
under the authority of this Act and the interest thereon
shall be exempt from State, County and Municipal taxa-
tion in the State of Maryland.
SEC. 6. And be it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, shall take effect upon
the date of its passage.

AN ACT to repeal and re-enact, with amendments, Sec-
tion 320 of Article 43 of the Annotated Code of Mary-
land (1939 Edition), title "Health, " sub-title "Plumb-
ing, " relating to the membership of the State Board of
Commissioners of Practical Plumbing.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 320 of Article 43 of the Annotated Code of
Maryland (1939 Edition), title "Health, " sub-title "Plumb-
ing, " be and it is hereby repealed and re-enacted with
amendments, to read as follows:
320. The governor shall appoint biennially five persons
who shall constitute a board of commissioners, which shall
be known and designated as "The State Board of Commis-
sioners of Practical Plumbing, " and who shall be selected
