is performed for renumeration solely by way of com-
mission; or
(O) Casual labor performed after January 1, 1945, not
in the course of the employer's usual trade, occupation,
profession or business.
19. (r) "Special administrative expense fund" means
the special administrative expense fund established by
this Act, from which administrative expenses under this
Act which are found not to have been property and validly
chargeable against Federal grants shall be paid.

AN ACT to add a new section to Article 17 of the Anno-
tated Code of Maryland (1943 Supplement), title "Clerks
of Courts, " sub-title "General Duties of Clerks, " said
new section to be known as Section 20 and to follow
immediately after Section 19 of said Article, authoriz-
ing the State Comptroller to fix the salary or compensa-
tion of employees in the offices of the Clerks of the
Courts in the several Counties and in Baltimore City.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article
17 of the Annotated Code of Maryland (1943 Supplement),
title "Clerks of Courts, " sub-title "General Duties of
Clerks, " said new section to be known as Section 20 and
to follow immediately after Section 19 of said Article,
and to read as follows:
20. The State Comptroller, on application of the Clerk
of the Court in any County or the Clerk of any of the
Courts in Baltimore City, or on his own initiative, shall
have the authority and power to fix the compensation or
salary of all of the employees in the office of any of said
Clerks, which compensation or salary is paid by the State
or out of the fees of such office; provided, however, that
in no event shall any compensation or salary be fixed at
an amount less than that being paid such employee or
employees on July 1, 1945, whether such salary be fixed
by general or local law or otherwise.
