any court of competent jurisdiction to be invalid, the re-
mainder of the Article, and the application of the Article
to persons or circumstances other than those as to which
it is held invalid, shall not be affected, impaired or in-
validated.

SEC. 3. And be it further enacted, That all laws or
parts of laws, both Public General and Public Local, incon-
sistent with the provisions of this Article, be, and the same
are hereby repealed to the extent of such inconsistency.

SEC. 4. And be it further enacted, That this Act shall
take effect June 1, 1945..

CHAPTER 761.
(Senate Bill 434)

AN ACT to repeal Section 791 of Article 27 of the Anno-
tated Code of Maryland (1939 Ed. ), title "Crimes and
Punishments, " sub-title "Department of Correction, "
and to re-enact the same,, with amendments, relating to
the inspection of county jails and the improvement of
such jails.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 791 of Article 27 of the Annotated Code of
Maryland (193'9 Ed. ), title "Crimes and Punishments, "
sub-title "Department of Correction, " be and the same is
hereby repealed and re-enacted, with amendments, to read
as follows:,

791. It shall be the duty of the Board of Correction to
cause regular inspections to be made of the several county
jails, lock-ups and other places used for the detention or
confinement of offenders against the laws of the State of
Maryland, and shall submit a report to the County Com-
missioners of the several counties, showing the results of
such inspection, together with recommendations as to any
improvements which should be made. In the event that
the County Commissioners of any county shall provide for
making improvements to the jail of said county, the State,
through the Board of Public Works, is authorized to make
provision for paying one-fourth of the cost of such im-
provements.
