of the provisions of the said Bill or Act, or by such rules
and regulations as may be prescribed by the War Ballot
Commission, hereinafter referred to, and the Board of
Supervisors of Elections of Baltimore City are hereby
authorized and empowered to apply the said sections of
the said Bill or Act, and the rules and regulations of the
said War Ballot Commission, to any municipal general
election her&after held in the City of Baltimore during the
effective period of this sub-title.

322. -The War Ballot Commission created by virtue of
Section 239-0 of Senate Bill No. 524, as enacted by the
General Assembly of Maryland, 1945 Session (which said
Bill is more fully described in Section 319 of this sub-title),
shall have all the powers, duties and privileges granted
unto and bestowed upon it by virtue of said Senate Bill
No. 524, as enacted by the General Assembly of Maryland,
1945 Session, insofar as the provisions of said Senate Bill
No. 524 may be made applicable to the purposes of this sub-
title aforesaid, and calculated to effectuate the purposes of
this sub-title; and the said War Ballot Commission shall
have the power and authority to make such rules and regula-
tions as may be appropriate and necessary to make the
provisions of the said Senate Bill No. 524, as enact&d by
the General Assembly of Maryland, 1945, applicable to
municipal general elections hereafter held in the City of
Baltimore, provided that such rules and regulations shall
be consistent with the Constitution and laws of Maryland
and the Charter of Baltimore City; and any rule or regu-
lation made by the War Ballot Commission which is con-
sistent with the purposes of this sub-title, shall be binding
upon the Board of Supervisors of Elections of Baltimore
City.

323. The Governor of the State of Maryland shall exer-
cise the same powers, duties and privileges under this
sub-title, in order to effectuate its purposes, that are
granted to and imposed upon him by Senate Bill No. 524,
as enacted by the General Assembly of Maryland, 1945
Session (which said Bill is more fully described in Section
319 of this sub-title), in order to effectuate the purposes
of this sub-title. %

324. The Mayor of Baltimore City shall exercise the
same powers, duties and privileges under this sub-title,
in order to effectuate its purposes, that are granted to and
imposed upon him by Senate Bill No. 524, as enacted by
the General Assembly of Maryland, 1945 Session (which
said Bill is more. fully described in Section 319 of this
