to effectuate its purpose; making certain acts criminal
offenses and prescribing penalties therefor, suspending
all laws inconsistent with this Act to the extent of such
inconsistency; providing for the Severability of the vari-
ous provisions of this Act; providing that this Act shall
not terminate until the present war shall cease; and pro-
viding that this Act shall take effect June 1, 1945.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That seventeen new Sections be and they are hereby added
to Article 33 of Flack's Annotated Code of Maryland (1939
Edition), title "Elections, " the said new Sections to fol-
low immediately after Section 317 of Article 33 of Flack's
Annotated Code of Maryland (1939 Edition), as presently
existing, and to be under the sub-title "Voting by Mail in
Municipal General Elections in Baltimore City, " to be
known as Sections 318, 319, 320, 321, 322, 323, 324, 325,
326, 327, 328, 329, 330, 331, 332, 333 and 334, and to read
as follows:

VOTING BY MAIL IN MUNICIPAL GENERAL
ELECTIONS IN BALTIMORE CITY

318. The object and purpose of the General Assembly
of Maryland in enacting this sub-title, is to provide that
Absentee Residents of the City of Baltimore, as herein
defined, shall be given the right and every possible oppor-
tunity to register and vote by mail in any municipal gen-
eral election which may be held in the City of Baltimore,
to the full extent permitted by the Constitution of this State;
and to incorporate into this sub-title, all the provisions of
Senate Bill No. 524, as enacted by the General Assembly
of Maryland, 1945 Session, whereby such Absentee Resi-
dents of the City of Baltimore are given the privilege of
voting in municipal primary elections of the said City,
insofar as it is appropriate and reasonable to incorporate
the said provisions of the said Bill or Act into this sub-title.

319. All the definitions and provisions of Section 239B
of Senate Bill No. 524, as enacted by the General Assembly
of Maryland, 1945 Session (which said Bill adds twenty-
four new sections to Article 33 of Flack's Annotated Code
of Maryland, 1939 Edition, said new sections being designed
to follow immediately after Section 239 of Article 33 of
the said Code, and the said new sections so added to the
said Article 33 are designated as Sections 239A, 239B, 239C,
239D, 239E, 239F, 239G, 239H, 239-1, 239J, 239K, 239L,
239M, 239N, 239-O, 239P, 239Q, 239R, 239S, 239T, 239U,
239V, 239W and 239X, inclusive), are hereby adopted and
