CHAPTER 717.
(Senate Bill 535)

AN ACT to add seventeen new sections to Article 33 of
Flack's Annotated Code of Maryland (1939 Edition),
title "Elections, ". to follow immediately after Section 317
of Article 33 of Flack's Annotated Code of Maryland
(1939 Edition), as presently existing; and the said new
sections to be sub-titled "Voting by Mail in Municipal
General Elections in Baltimore City, " said new sections
to be numbered 318 to 334, inclusive, providing under
certain conditions, means of voting by mail at municipal
general elections hereinafter to be held in the City of
Baltimore, by certain residents of the City of Baltimore
absent and engaged in the military or naval service of
the United States, as hereinafter defined, due to the
present war; and providing that the said absentee resi-
dents desiring to vote in municipal general elections
should follow the same procedure and be entitled to the
same rights and privileges that absentee residents seek-
ing to vote in municipal primary elections are entitled
to under certain acts of the General Assembly of Mary-
land, 1945 Session, referred to herein as Senate Bill
No. 524, the sections of which said Act are designed to
be codified as Sections 239A, 239B, 239C, 239D, 239E,
239F, 239G, 239H, 239-1, 239J, 239K, 239L, 239M, 239N,
239-0, 239P, 239Q, 239R, 239S, 239T, 239U, 239V, 239W
and 239X, of Article 33, as referred to above, and pro-
viding that the said sections of the said Act of the Gen-
eral Assembly of Maryland, 1945 Session, shall be con-
strued to be a part of this Act as far as it may be
reasonable to do so in order to effectuate its purposes;
and defining what the duties of the Board of Supervisors
of Elections of Baltimore City shall be in reference to
said absentee residents voting by mail in said elections;
and providing for the creation of a War Ballot Commis-
sion and defining its powers, duties and privileges;
and further defining what shall be the powers, duties
and privileges of the Governor of the State of Mary-
land and the Mayor of Baltimore City in reference to
said absentee residents voting by mail in said elections;
and providing that the additional expense incurred in
such elections, by virtue of this Act, shall be borne by
the Mayor and City Council of Baltimore, rendering
Sections 63 to 68 of Article 33, of Flack's Annotated
Code of Maryland (1939 Edition), inapplicable to resi-
dents entitled to vote by virtue of this Act; and fur-
ther providing that this Act shall be liberally construed
