13. (a) On or after June 1, 1945, the Board of Managers
of the Springfield State Hospital shall certify to the Com-
missioners of State Employment and Registration the name
of the person presently employed in the position of "Institu-
tional Policeman", with the salary, being paid, and said Com-
missioner is hereby directed to classify said employee as "In-
stitutional Policeman", without further examination or re-
striction, and said employee shall thereafter be entitled to all
the rights and privileges, and subject to all the provisions of
Article 64A. Thereafter all appointments to such position
shall be made in conformity with Article 64A of the Anno-
tated Code, except as herein provided.
(b) The Governor is hereby directed to commission such
persons, not exceeding two, who may be selected by him in
conformity with the provisions of Article 64A, of the Anno-
tated Code, for the protection of the property and prem-
ises of the Springfield State Hospital and the preservation
of the peace and good order on and in the general vicinity
of such property and premises. The compensation of such
policemen shall be paid by the Board of Managers of said
hospital from the funds appropriated for the use of or belong-
ing to said hospital. Such policemen shall be appointed, com-
missioned and sworn in in accordance with, and in every
respect subject to, and exercising the powers conferred by,
the provisions of Sections 338, 339, 340 and 342 of Article 23
of the Annotated Code of Maryland (1939 Edition), except
as otherwise provided in this section and except that the
powers conferred upon such policemen may be exercised for
the purposes herein set forth, in any and all parts of the
State of Maryland. Such policemen shall be removable by the
Governor, in accordance with the provisions of the Merit
System.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.

AN ACT to add three new sections to Article 23 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Wicomico County", to be under sub-title "Taxicabs", said
new sections to be known as Sections 397A, 397B and 397C
and to follow immediately after Section 397 of said Article,
