be added to be known as Sections 51 and 52 and to read as
follows:

51. The Circuit Court for Howard County shall appoint
a competent Court Stenographer, who shall be a sworn officer
of said Court, shall hold his or her office at said Court's pleas-
ure, and shall be entitled to such salary, not exceeding f 2, 000. 00
per annum, as said Court may, from time to time, prescribe,
to be levied annually by the County Commissioners of Howard
County, and paid in such installments, and. at such times, as
the other County employees are paid.

52. It shall be the duty of said Court Stenographer (a) to
take full stenographic or stenotypic notes of all proceedings
and testimony in said Court; (b) to prepare and file a type-
written transcript of such notes whenever so directed by said
Court; (c) to prepare and furnish to any party to any pro-
ceeding in said Court a typewritten transcript of such notes;
(d) to act as secretary to that Judge of the Fifth Judicial Cir-
cuit of Maryland who is a resident of Howard County; (e) to
act as Librarian of the Bar Library of Howard County; and
(f) generally to perform such stenographic and stenotypic
and secretarial work as said Court, or any other Judges there-
of, shall require, or which may be prescribed by law. Before
said Court Stenographer shall be required to furnish a type-
written transcript of his or her notes to any party to any pro-
ceeding, he or she shall be entitled to demand of, and receive
from, such party compensation for preparing such transcript
at such rate as said Court shall, from time to time, by order
prescribe. This compensation shall be in addition to the sal-
ary provided for in the next preceding section.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.
