as Section 16A and to follow immediately after Section 16
of said Article, relating to refusal to issue license in certain
cases.
SECTION 1. Be it enacted Ity the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
2B of the Annotated Code of Maryland (1939 Edition), title
"Alcoholic Beverages", sub-title "Licenses", said new section
to be known as Section 16A, to follow immediately after Sec-
tion 16 of said Article and to read as follows:
16A. If a license is refused, except as hereinafter provided,
no further application shall be considered from the applicant
or for the premises, as the case may be, for a period of six
months, and if a subsequent application by the same applicant
or for the same premises is refused within the two-year period
immediately following the date of the first refusal, then no
further-application shall be considered from such applicant
or for such premises, as the case may be, until the two-year
period above provided for has elapsed; provided, however, this
section shall not hold against an applicant where a license was
refused on the grounds it was not necessary for the accommo-
dation of the public or because the premises were not suitable
to the sale of alcoholic beverages under the license applied for;
neither shall such restriction hold against such premise set
forth in an application when the license applied for was re-
fused because the applicant personally was determined not to
be a proper person to be issued the license applied for. This
section shall not apply to Baltimore City or to Anne Arundel,
Montgomery or Prince George's Counties.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1st, 1945.

CHAPTER 650.
(House Bill 304)
AN ACT to repeal and re-enact, with amendments, Sections
81 and 82 of Article 9 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Charles County", sub-title
"County Commissioners", Section 82 having been amended
by Chapter 103 of the Acts of 1937, providing that the clerk
to the County Commissioners act as transfer clerk, increas-
ing his salary and regulating his office hours.
