256U. If any clause, sentence, paragraph, or part of this
sub-title shall for any reason be adjudged by a court to be in-
valid, such judgment shall be confined in its operation to the
clause, sentence, paragraph or part involved in the controversy
in which such judgment shall have been rendered.

SEC. 2. And be it further enacted, That Sections 324 to 331,
both inclusive, of Article 56 of the Annotated Code (1939 Edi-
tion), be and they are hereby repealed, in so far as they apply
to Anne Arundel County and any other laws inconsistent with
the provisions of this Act, be and they are hereby repealed to
the extent of such inconsistency.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 621.

(House Bill 771)

AN ACT to repeal and re-enact, with amendments, Section
326 of Article 11 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Frederick County",, sub-title
"Frederick City", sub-heading "Election and Registration",
as said section was amended by Chapter 158 of the Acts of
1941, relating to municipal elections in Frederick City and
providing for a referendum.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 326 of Article 11 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Frederick
County", sub-title "Frederick City", sub-heading "Election and
Registration", as said section was amended by Chapter 158 of
of the Acts of 1941, be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

326. On the second Tuesday in June in the year 1946,
and on the same day in every fourth year thereafter, the
voters of Frederick City qualified as hereinafter prescribed,
shall elect the Mayor, the City Register, and five Aldermen
for the City in the manner following namely: The city
shall be divided into eleven voting precincts, numbered from
one to eleven, inclusive. Each precinct in Frederick City
