SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 60 and 61 of Article 3 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Baltimore
County", sub-title "Bridges", be, and the same are hereby re-
pealed.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.

AN ACT to repeal Sections 256 to 256U, inclusive, of Article
2 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Anne Arundel County", sub-title "Dogs", as
said sections were enacted by Chapter 255 of the Acts of
1937, and as said sections were amended by Chapter 283 of
the Acts of 1941, and to enact in lieu thereof twenty-two
new sections, to be known as Sections 256 to 256U, inclusive,
authorizing and directing the County Commissioners of
Anne Arundel County to establish and maintain a depart-
ment for supervision of dogs, providing for the licensing of
dogs, the appointment, powers and duties and payment of
dog Wardens and the employment of adequate personnel,
the payment of damages caused by dogs, the establishment
and maintenance of pounds, the purchase of necessary equip-
ment, and authorizing the County Commissioners of Anne
Arundel County to make necessary rules, regulations and
provisions for a complete and effective enforcement of this
Act in Anne Arundel County, and further authorizing the
County Commissioners of Anne Arundel County, in their
discretion, to suspend the operation of this Act; in the event
of an enactment of a State law for the same purpose.
WHEREAS, the purpose of this Act is to afford protection to
persons and their property, to charge owners of dogs with full
responsibility for such ownership, while at the same time it
endeavors to insure protection and fair treatment for man's
best friend, the dog, who, although eloquent in his own lan-
guage, of necessity stands mute before any court sitting in
judgment on him; therefore, any reasonable doubt in admin-
istering this Act shall be resolved in favor of any dog whose
liberty or life is at stake; therefore
