by the General Assembly, to aid in support of public schools,
shall constitute what shall be known as the General State
School Fund. The Comptroller shall charge against and pay
as hereinbefore or hereinafter provided from the General State
School Fund, the annual appropriation made by the General
Assembly for the support of the State Department of Educa-
tion, including the expenses of the State Board of Education,
and the support and expenses of the office of the State Super-
intendent of Schools; the annual appropriation for the mainte-
nance and support of the State Teachers College at Towson,
of the State Teachers College at Frostburg, of the State
Teachers College at Salisbury, and of the State Teachers Col-
lege at Bowie, the annual appropriation for the Maryland
Teachers Retirement System; the annual appropriation for
State aid to approved high schools; the annual appropriation
for part-payment by the State of the salaries of county super-
intendents and of the superintendent of schools of Baltimore
City, and of supervising teachers or helping teachers, in each
of the several counties and the City of Baltimore; the annual
appropriation for payment by the State of the entire salary of
one attendance officer in each of the several counties and the
City of Baltimore;. the annual appropriation for the purchase
of text books, materials of instruction and school supplies; the
annual appropriation for the education of handicapped chil-
dren; the annual appropriations for administration and super-
vision of vocational education in public high and vocational
schools, for physical education and recreation, for medical ex-
aminations of teachers, for case and guidance service for handi-
capped individuals needing vocational rehabilitation, for equiva-
lence examinations; and the annual appropriation per class-
room unit as required in this Article; such special appropria-
tions to be known as an Equalization Fund, as may from time
to time, be made by Budget Bill or Supplementary Appropria-
tion Bill, to the county boards of education of certain counties
to enable them to pay the minimum salaries prescribed in this
Article for county superintendents, supervising teachers and
helping teachers, high school and elementary school teachers,
and teachers in colored schools, and the necessary costs of
transporting pupils to public elementary schools and not less
than one-half of the cost of transportation of pupils to public
high schools when such transportation is approved by the State
Superintendent of Schools; provided, that the Board of County
Commissioners of each of the several counties sharing in the
Equalization Fund shall levy and collect an annual tax for
the schools of not less than fifty-six (56) cents on each one
hundred dollars ($100) of assessable property, exclusive of
the amount levied for debt service and capital outlay for
the schools; provided, further that in any county, all funds
