or action of the Insurance Commissioner to the Circuit
Courts of the County, or to the Superior Court of Baltimore
City and the Court of Appeals, and such appeal to stay
action.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and the same is hereby added to
Article 48A of the Annotated Code of Maryland (1939 Edi-
tion), title "Insurance", sub-title "Insurance Department",
said new section to be known as Section 11, and to follow imme-
diately after Section 10 of said Article, and to read as fol-
lows:

11. (Appeal from Decisions or Actions of Commissioner. )
Any person, co-partnership, association or corporation who
shall feel aggrieved by any decision or action of the Insurance
Commissioner from which no appeal is now provided by this
Article, may appeal from such decision or action of said In-
surance Commissioner within thirty days from such decision
or action, to the Circuit Court of the County in which the
principal office in Maryland of such person, co-partnership,
association or corporation is located, or if located in Baltimore
City, to the Superior Court of Baltimore City, for the purpose
of having the decision or action of the Insurance Commissioner
reviewed. An appeal may be taken from the decision of the
Circuit Court or the Superior Court to the Court of Appeals
by any party to the proceeding in the same manner as other
appeals are taken from decrees or orders of said Courts. An
appeal shall act as a stay.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.

(House Bill 390)

AN ACT to add a new sub-section to Section 22 of Article
66l/2 of the Annotated Code of Maryland (1943 Supple-
ment), title "Motor Vehicles", sub-title "Administration—
Registration—Titling", said new sub-section to be known as
Sub-section (c) and to follow immediately after Sub-section
(b) of said Section 22, relating to change of body design.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new sub-section be and it is hereby added to Sec-
