owner of any tree or trees from employing any person to trim
the same, the purpose of this sub-title being to make"it unlaw-
ful for any person to hold himself out or misrepresent himself
as a tree expert or Certified Tree Expert unless he is licensed
under this sub-title.

72. (Reciprocity. ) The Commission may, in its discretion,
register the certificate of any person who is not a resident
of this State and who is a lawful holder of 'a Certified Tree
Expert certificate issued under the laws of another State
which extends similar privileges to Certified Tree Experts of
this State; provided, the requirements of said degree in the
said State which has granted it to the applicant are, in the
opinion of the Commission, equivalent to those herein pro-
vided.

SEC. 2. And be it further enacted, That if any provision of
this Act or the application thereof to any person or circum-
stances is held to be invalid by any Court of competent juris-
diction it is hereby declared to be the legislative intent that
such shall not affect the validity of any other provision or of
such application to other persons or circumstances.

SEC. 3. And be it further enacted, That all Acts or parts of
Acts inconsistent herewith are hereby repealed.

SEC. 4. And be it further enacted, That this Act shall take
effect June 1, 1945.

(House Bill 72)

AN ACT to add a new section to Article 48A of the Anno-
tated Code of Maryland (1943 Supplement), title "Insur-
ance", sub-title "Reciprocal Exchanges and Inter-Insur-
ers", said new section to follow immediately after Section
171A and to be known as Section 171B, requiring deposit
of securities by Reciprocals or Inter-Insurers exchanging
certain classes of contracts.

SECTION 1. Be it enacted by the General Assembly of Man/-
land, That a new section be and the same is hereby added to
Article 48A of the Annotated Code of Maryland (1943 Sup-
plement), title "Insurance", sub-title "Reciprocal Exchanges
and Inter-Insurers", said new section to follow immediately
