shall the appointment of any person by a county board of
education as supervising teacher or helping teacher be valid
without the written approval of the State Superintendent of
Schools. In each county employing more than ten (10) and
fewer than thirty (30) colored elementary teachers there shall
be appointed at least one part-time supervising or helping
teacher; in each county employing thirty (30) and fewer than
eighty (80) colored elementary teachers there shall be em-
ployed one full-time colored supervising or helping teacher; in
each county employing eighty (80) colored elementary teachers
there shall be employed two colored supervising or helping
teachers; provided that no person shall be eligible for appoint-
ment as supervising teacher or helping teacher who does not
hold from the State Superintendent of Schools a certificate in
supervision as provided for in Chapter 8, Section 88 of this
Article; nor shall the appointment of any person by a county
board of education as supervising teacher or helping teacher
be valid without the written approval of the State Superin-
tendent of Schools. And provided, further, that no full-time
supervising teacher, appointed under the provisions of this
section or continued in office under the provisions of this sec-
tion, shall be paid an annual salary of less than two thousand
four hundred dollars ($2, 400), and if he or she has acted as
supervising teacher in the State of Maryland for a period of
four years, he or she shall be paid an annual salary of not less
than two thousand seven hundred dollars ($2, 700); and if he
or she has acted as supervising teacher in the State of Mary-
land for a period of seven years, he or she shall be paid an
annual salary of not less than three thousand dollars ($3, 000).
With the approval of the State Superintendent of Schools,
county boards of education may employ helping teachers under
the conditions for supervising teachers prescribed in this sec-
tion at an annual salary of six hundred dollars ($600) less
than that paid to supervising teachers. The State of Maryland
shall pay, as hereinafter provided, out of the General State
School Fund to the treasurer of the county board of education
two-thirds of the annual salaries of the supervising teachers or
helping teachers required by this section. County boards of
education may at their discretion, pay to a county supervising
or helping teacher an annual salary in excess of the schedule
provided in this section, but the State shall not share in the
part-payment of this excess. County boards of education are
free to employ as many additional supervising teachers or help-
ing teachers as in their judgment are necessary, but the State
shall not share in the payment of their salaries. The State of
Maryland shall pay, as hereinafter provided, to the Board of
School Commissioners of Baltimore City two-thirds of the an-
nual salaries of not more than ten supervising teachers.
