of this Article, and in like manner to repeal or amend such
regulations from time to time. The Commissioner shall give
notice of any such public hearing at least ten days in ad-
vance thereof by mailing a notice thereof to all licensed em-
ployment agencies in the State and in addition by publish-
ing such notice in two daily newspapers of general circula-
tion published in Baltimore City. The said Commissioner
is hereby authorized to revoke or to suspend for such period as
he shall think proper the license of any employment agent vio-
lating any of the provisions of Sections 269 to 2", inclusive,
or of any rule or regulation made and published pursuant to
the provisions of this section.

275. The Commissioner of Labor and Statistics is hereby
empowered by co-operative arrangement with heads of other
departments of the State government to use on a part time
basis inspectors, investigators, or field workers of such depart-
ments andor to employ in accordance with Article 64A of
the Annotated Code of Maryland an inspector or inspectors
to carry out the provisions of Sections 268 to 277. The com-
pensation of such part time inspectors, investigators, or field
workers shall be determined by co-operative arrangement with
the department head concerned, provided that total compensa-
tion of any such part time inspector shall not be greater than
that allowed in the budget of the department in which such
part time employee is regularly employed; and the compensa-
tion of any full time inspector shall be that provided for
the Commissioner of Labor and Statistics in the biennial
Budget Act. All salaries and other legitimate expenses shall
be paid by the State Comptroller on proper requisition signed
by the said Commissioner out of the license taxes provided
by Section 268 and shall be paid only from such license
taxes. The said Commissioner is hereby authorized and
empowered to investigate, through the inspectors appointed
by him pursuant to the provisions of this section, the manner
in which all employment agents doing business within the
State conduct such business, and to examine at any time
during business hours any and all of the books and records of
such employment agents, to the end that all such employment
agents shall comply with the provisions of Sections 268 to 2",
inclusive, and with the rules and regulations made and pub-
lished by the said Commissioner.

276. The violation of any of the provisions of Sections 268
to 2", inclusive, or of any rule or regulation issued and pub-
lished by the Commissioner of Labor and Statistics, shall be
a misdemeanor punishable by a fine of not less than $25. 00
for the first offense and not less than $100. 00 for each subse-
