or hearings thereon, giving at least fifteen days notice in a
newspaper of general circulation throughout Baltimore Coun-
ty, of the place and time of the beginning of such hearing or
hearings. The County Commissioners shall have the power,
from time to time, upon recommendation by the Zoning Com-
missioner, to amend, supplement or repeal the regulations or
restrictions adopted by them, provided that the Zoning Com-
missioner shall hold a public hearing or hearings on any pro-
posed change, and the County Commissioners shall follow the
same procedure with respect to notice and public hearings as
provided for the original regulations and restrictions, but
with respect to the boundaries of zoning districts, divisions or
zones the County Commissioners may impose on and vest in
the Zoning Commissioner the power to amend, supplement or
change, from time to time, the boundaries of such zoning dis-
tricts, divisions or zones, provided that the Zoning Commis-
sioner shall hold a public hearing or hearings on any proposed
amendment, supplement or change. No such amendment, sup-
plement or change, however, shall become effective and bind-
ing until it shall have been approved in Writing by the County
Commissioners, but no notice and public hearing before the
County Commissioners shall be necessary before such approval.

(d) The County Commissioners shall have the power, in
providing for the administration and enforcement of regula-
tions and restrictions, to appoint or designate a Zoning Com-
missioner. The Zoning Commissioner may be the Roads Engi-
neer, or the Chief Engineer of the Metropolitan District, or
any other official or person selected by the County Commis-
sioners to be Zoning Commissioner. The County Commis-
sioners shall have the power to impose on and vest in the Zon-
ing Commissioner such duties and powers as may be necessary
and advisable for the proper administration and enforcement
of zoning regulations and restrictions, including the power to
make exceptions and to permit temporary uses in appropriate
cases. The County Commissioners shall have the power to
impose upon the building inspectors of Baltimore County, such
duties and powers as may be necessary or advisable for the
proper administration and enforcement of zoning regulations
and restrictions.

(e) The County Commissioners shall, in any plan of regula-
tions and restrictions, provide for a Board of Zoning Appeals
consisting of three members, and shall provide for appeals from
any decision of the Zoning Commissioner to the Board of Zon-
ing Appeals. The County Commissioners shall have the power
to impose on and vest in the Board of Zoning Appeals such
duties and powers as may be necessary and advisable for the
proper administration and enforcement of zoning regulations
and restrictions, including the power to make exceptions in
