or be confined in jail for a period of not more than sixty days
or be both fined and imprisoned in the discretion of the Court.
Habitual offenders may be fined not more than one hundred
dollars or committed to jail or the Maryland House of Correc-
tion for not more than six months. An habitual offender is
a person who shall have been convicted under the provisions of
this section five (5) times in the preceding twelve (12) months.
The Trial Magistrates of the respective counties of this State
shall have concurrent jurisdiction over such offense with the
Circuit Court for their respective counties; and Police Magis-
trates selected to sit at the respective station houses in the
City of Baltimore shall have concurrent jurisdiction over such
offense with the Criminal Court of Baltimore City.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.

(House Bill 387)
AN ACT to add a new sub-heading and two new sections to
Article 11 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Frederick County", sub-title "Fred-
erick City", said new sub-heading to be known as "Taxicabs",
and said new sections to be known as Sections 460A and
460B, to follow immediately after Section 460 of said
Article, providing for the regulation of taxicabs and their
owners and operators in said City by the Mayor and Alder-
men of said City, and providing penalties for violations of
such regulations.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new sub-heading and two new sections be, and
they are hereby, added to Article 11 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Frederick
County", sub-title "Frederick City", to be under sub-heading
"Taxicabs", said new sections to be known as Sections 460A
and 460B, to follow immediately after Section 460 of said
Article, and to read as follows:

460A. The Mayor and Aldermen of Frederick are hereby
authorized and empowered to enact ordinances providing regu-
