The Committee to conduct such referendum election shall
consist of William Zundell, Ann E. McEntee, William J. E.
Spahr and Otis A. Anderson, Jr., and if any of said Committee
are unable or decline to serve, the remaining members of said
Committee are empowered to select some resident of said pro-
posed town to fill his or her place. The Committee shall appoint
two Judges and two Clerks who shall conduct said election,
and any of said Committee are hereby authorized to act as
Judges or Clerks.

The qualification of voter^s in the referendum election shall
be the same as those hereinbefore set forth for general town
elections.

The said Committee shall provide and furnish a registration
book as hereinbefore provided for each ward, booths, ballot
boxes, tally sheets, printed ballots and the places of regis-
tration and election, and shall not later than April 12, 1945,
post in five conspicuous places in each ward in the said pro-
posed town, a typewritten or printed notice notifying all resi-
dents of the proposed town that a referendum election will
be held on April IT, 1945, between the hours of two o'clock
P. M., and nine o'clock P. M., at a place to be designated
therein to determine whether or not this Act incorporating
the proposed town shall become effective, and also notifying
them of the qualifications for voters, and that in order to vote
for or against incorporation, it will be necessary for all voters
to register before said Judges of Election on April 14, 1945,
between the hours of two o'clock P. M. and nine o'clock P. M.,
at a place to be designated therein.

The said Judges of Election shall attend at said times and
place for registration and register all qualified persons who
present themselves. The said Judges shall have power to ad-
minister oaths to all applicants for registration, and any per-
son who swears falsely before any of said Judges shall be
guilty of the crime of perjury and subject to the penalties
provided by the Code of Public General Laws of Maryland for
such offense.

The ballots shall have printed on one line the words "FOR
INCORPORATION" and on the second line the words
"AGAINST INCORPORATION", with squares opposite each
for the X mark of the voter.

Said referendum election shall be conducted as nearly as
practicable as elections for County officers are conducted in all
ways not specifically provided for in this Act for general town
elections, and upon closing the polls the said Committee shall
canvass said votes and publicly announce the result thereof,
said Committee in canvassing said vote to act in cooperation
with the Judges and Clerks of election in the event they are
different persons. In the event that the majority of the votes
