and collector or any other official receiving and collecting
revenue for said city, require the said official to make a
final settlement with the town clerk, treasurer and col-
lector, on or before the 30th day of June following. And
the said Commissioners shall not expend any more money
in any fiscal year, than is levied or received by them from
all sources of revenue, due and owing to the said city. And
any Commissioner or Commissioners voting to authorize
such expenditure in excess of the amount levied or
received as aforesaid shall be personally responsible for the
payment of any sum or sums of money paid in excess of
the amount so levied or received.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety
and being passed by a yea and nay vote, supported by
three-fifths of all members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 319.
(Senate Bill 427)
AN ACT to authorize the Mayor and Council of Easton,
Talbot County, to create a Post-War Fund and expend
the same for storm water sewers or for any other
public purpose.
WHEREAS, the Mayor and Council of Easton has accu-
mulated certain funds to be used for post-war expendi-
tures; and
WHEREAS, the said Mayor and Council may find it pos-
sible to add to this fund from time to time; therefore
SECTION 1. Be it enacted by the General Assembly of Maryland,
That the Mayor and Council of Easton, Talbot County, be
and it is hereby authorized to create a Post-war Fund and
to transfer to or credit said fund with any funds already
in the hands of said Mayor and Council which may have
been set aside for this purpose and to add from time to
time to said fund such other sum or sums of money which
the said Mayor and Council shall have available.
