solution of the over-all traffic problems of Baltimore City and
vicinity; such studies to include, but not to be limited thereto,
means of access from State highways to the central area of
Baltimore City; Federal Interregional Highway and other
routes for through traffic, including bridges and tunnels, by-
passes and belt lines; radial highways; improved traffic con-
trol systems; means of minimizing conflicts between fixed-
wheel and free-wheel traffic; one-way streets; and the recon-
struction of streets; and be it further
Resolved, That it is the intent of the General Assembly that
a definite program developed in accordance with the fore-
going, including plans for financing the same, may be used,
if the City so desires, as the basis for application to the next
'session of the General Assembly for reasonable financial assist-
ance by the State.

(Senate Joint Resolution 11)
A Joint Resolution directing the State Game Warden to
pay the sum of Five Hundred Dollars ($500. ) to Mary
C. Barnes.
WHEREAS) the General Assembly of Maryland has learned
with deep regret of the tragic death of Gordon G. Barnes;
and
WHEREAS, the late Gordon G. Barnes was appointed a
Deputy Game Warden on July 27th, 1944; and
WHEREAS, on February 5, 1945, seven months after his
appointment, the late Gordon G. Barnes met a violent
death in the line of duty while he was seeking to protect
the wild life of this State; and
WHEREAS, the late Gordon G. Barnes left surviving him
his wife, Mary C. Barnes; and
WHEREAS, the said Mary C. Barnes would be entitled
under the Pension Laws of this State to receive a sum
equal to one-half of the annual salary of the late Gordon
G. Barnes, were it not for the fact that Gordon G. Barnes
