(House Joint Resolution 17)
A Joint Resolution authorizing and directing the State Roads
Commission upon request by the Mayor and City Council
of Baltimore to cooperate with the Chief Engineer of Balti-
more City in the making of traffic and engineering studies
and surveys directed to the development of a general plan
for solution of the over-all traffic problems of Baltimore
City in an effort to facilitate the formulation by the City,
if it so desires, of a definite program upon which a request
for financial assistance by the State might be based.
WHEREAS, it is recognized that adequate traffic and engineer-
ing surveys are necessary in developing a plan for solving the
many traffic problems of Baltimore City and its vicinity; and
WHEREAS, the State is vitally interested in the effects on
the State highway system of the traffic problems of Baltimore
City; and
WHEREAS, the Federal Public Roads Administration is like-
wise vitally interested in the effects on the Federal Inter-
regional Highway System of the traffic problems of Baltimore
City; and
WHEREAS, Federal aid is available on certain conditions for
the development and improvement of through traffic routes;
and
WHEREAS, such adequate traffic and engineering surveys
have not heretofore been made; now, therefore, be it
Resolved by the General Assembly of Maryland, That the
State Roads Commission of Maryland is hereby authorized
and directed, upon request by the Mayor and City Council of
Baltimore City, to cooperate with the Chief Engineer of Balti-
more City in the making of traffic and engineering studies and
surveys directed to the development of a general plan for
