WHEREAS, the purpose of public assistance is to provide
a reasonable subsistence compatible with decency and
health; and
WHEREAS, the Social Security Board, state departments
of welfare, and many other agencies have pointed put the
need for amendments to the present Social Security Act
so that states can more adequately provide at least a mini-
mum of economic security by supplying basic maintenance
to needy persons who are not otherwise provided for;
therefore be it
Resolved by the General Assembly of Maryland, That
the representatives from Maryland in both the Senate and
the House of Representatives of the United States Con-
gress, be and they are hereby requested to take whatever
steps are possible to have the following amendments made
to the Social Security Act:
1st: To include a fourth category of general assistance
so as to provide for those in need but who under the Act
$re not eligible for Old Age Assistance, Aid to the Blind,
or Aid to Dependent Children.
2nd: To remove completely from the Aid to Dependent
Children law the maximum of $18 for the first child and
$12 for other eligible children.
3rd: To provide for uniform residence requirements
with 100% reimbursement from Federal funds for persons
who do not meet the minimum requirements.
4th: To provide that reimbursement be made to the
states for direct payments to doctors or hospitals for
medical care.
5th: To make uniform Federal matching of adminis-
trative costs by providing 50% of the cost of administra-
tion to the states for all of the programs administered
under Titles I, IV, and X of the Act; and be it further
Resolved, That the Secretary of State of Maryland be
and he is hereby requested to send a copy of this Resolution,
under the Great Seal of the State of Maryland, to each
of the representatives from Maryland in the United States
Congress, and a copy to the Hon. Arthur J. Altmeyer,
Chairman of the Social Security Board.
