agree in said contracts to complete and equip the said build-
ings and additions within a reasonable time after the said con-
tract is let as specified in each contract by the said Board of
Education of Washington County, to pay all laborers employed
by him or them in connection with said contract and for all
materials used in the construction and equipping of said build-
ing and additions, and shall give bond acceptable to said Board
for the faithful performance of his contract. And the said
Board of Education is hereby given full power and authority
to employ an architect or architects and to do all other things
in connection with the construction, remodeling, furnishing
and equipping of said school buildings and additions as may
be necessary.

SEC. 5. And be it further enacted, That whenever any sum or
sums of money shall become due for the purchase of land or
shall become due to any contractor under contract awarded
under the provisions of Section 4 herein, and the said Board of
Education shall notify the said County Commissioners of
Washington County of the sum or sums of money then due, and
shall accompany said written notification with the certificate
of the supervising architect that the work and labor have been
performed and materials furnished according to the terms of
the contract, and that said sums of money are due and payable,
the said County Commissioners of Washington County shall
pay to the said Board of Education out of the School Improve-
ment Fund, the said sum of money so certified to be due and
payable, not exceeding, however, the total amount then held
in the School Improvement Fund.

SEC. 6. And be it further enacted, That the County Com-
missioners of Washington County and the Board of Educa-
tion of Washington County are hereby authorized and empow-
ered to accept from any Federal or State agency grants for,
or in aid of the construction, alteration, reconditioning, fur-
nishing and equipping of school buildings in said Washington
County and the erection of additions thereto, including the
purchase of land and to make such contracts containing such
terms, provisions and conditions as in the discretion of said
County Commissioners or said Board of Education, as the case
may be, may seem necessary, proper and advisable for the
purpose of obtaining or securing grants or financial assistance
from any Federal or State agency willing to extend the same
in furtherance of the purposes of this Act.

SEC. 7. And be it further enacted, That the provisions of
this Act shall be construed as additional and supplementary
to and not in substitution for or in conflict with any of the pro-
visions of the General Laws of this State relating to public
