the West by the center line of Hillside avenue, and on the East
by Winding Road from the state road to the land of William
Dawson and thence by Beach Drive to the waters of Selby Bay,
the County Commissioners are authorized and empowered
either to cause the said work to be done by county employees
and equipment, or to contract with others to do the same, and
such contract may be made without advertising for bids and
need not be made with the lowest bidder but the County Com-
missioners may freely exercise their judgment and discretion
in selecting the most responsible persons to do said work. The
County Commissioners shall annually levy on land subject to
taxation within the above area, in addition to general taxes
now provided by law, a special tax of $. 1. 25 per lot for every
lot in said area shown on the plats of Selby On The Bay re-
corded among the land records of Anne Arundel County. All
administrative costs of levying and collecting said special tax
shall be retained by the County Commissioners from the pro-
ceeds of said tax, and the remaining proceeds shall be used
only for the aforesaid purposes, but the whole remaining pro-
ceeds may from time to time be devoted to either of said pur-
poses. The County Commissioners shall cause the said work to
be done only, to the extent that there are funds available from
said special tax to pay for the same, unless, in their discretion,
they elect to do the same, to any extent, out of other county
funds; and they may accumulate the proceeds of said special
tax from year to year until sufficient to pay the cost of all or
some of said work. The County Commissioners are authorized
and empowered, from time to time, to reduce the amount of the
special tax, if found to be in excess of the cost of said work.
The proceeds of said tax shall be kept as a special fund desig-
nated "Selby On The Bay Tax Fund", and all expenditures in
pursuance of this Act shall be charged against it. An itemized
statement of the receipts and expenditures credited to and
charged against said fund and the unexpended balance remain-
ing nd carried over from 'year to year, shall be published at
the time of publication of the annual budget for the county.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.
