SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.

CHAPTER 1061. ;
(House Bill 792)

AN ACT to repeal and re-enact, with amendments, Section
19 of Article 88A of the Annotated Code of Maryland (1943
Supplement), title "State Department of Public Welfare",
sub-title "Training Schools for Delinquent Children", relat-
ing to the compensation of the Secretary of the Board of
Managers of the several training schools.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 19 of Article 88A of the Annotated Code of
Maryland (1943 Supplement), title "State Department of Pub-
lic Welfare, sub-title "Training Schools for Delinquent Chil-
dren", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

19. The Board of Managers of each of said institutions shall
advise with the Superintendent thereof and the State Depart-
ment of Public Welfare in matters pertaining to the institu-
tion. The Board shall hold meetings as often as necessary, not
less than four times a year, and shall participate in inter-
preting the objectives of such institution to the public, and
in planning for the development and utilization of all avail-
able resources for the promotion of the needs of the institution,
It shall be the duty of the Superintendent to prepare budget
estimates, and, after approval of his Board, to transmit the
same to the State Department of Public Welfare for its ap-
proval and submission to the Governor. No member of a
Board, nor any of its employees, shall be directly or indirectly
interested in any contract for building, repairing, equipping
or furnishing material or supplies of any kind to, or be finan-
cially interested in any contract with, any of said institutions.
The members of any Board are empowered to elect one of their
members as Secretary of the Board who shall receive such
salaries, not to exceed Five Hundred ($500. 00) dollars; per
