upon the full faith and credit of Montgomery County, and the
entire property subject to taxation therein shall be liable for,
the payment thereof.

SEC. 5. And be it further enacted, That all laws or portions
of laws inconsistent with or in conflict with the provisions of
this Act be and they are hereby repealed to the extent of such
conflict or inconsistency.

SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

CHAPTER 1060.
(House Bill 791)

AN ACT to repeal and re-enact, with amendments, Section 18
of Article 88A of the Annotated Code of Maryland (1943
Supplement), title "State Department of Public Welfare",
sub-title "Training Schools for Delinquent Children", relat-
ing to the board of managers of the several training schools.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 18 of Article 88A of the Annotated Code
of Maryland (1943 Supplement), title "State Department of
Public Welfare", sub-title "Training Schools for Delinquent
Children", be and it is hereby repealed and re-enacted, with
amendments, to read as follows:

18. From and after June 1, 1943, the Boards of Managers
of said institutions shall continue in office until the expiration
of their respective terms. Thereafter, the Governor shall an-
nually appoint three members for staggered terms of six years,
so arranged that the terms of three members shall expire on
June 1, of each year. The Board shall consist of nine mem-
bers, and members shall be eligible for reappointment. Any
member of the Board who shall fail to attend meetings for a
period of one year shall be considered to have resigned and
shall have his name forwarded to the Governor and the Gov-
