to take such other positive action as they may deem neces-
sary and proper for the purpose of acquiring by purchase or
condemnation a site for a hospital impressed with a public
interest within that portion of the Montgomery County
Suburban District which lies in the 13th Election District
of Montgomery County and which is known as the 5th
Suburban District of Montgomery County, or for any other
purpose necessary for the preservation of the public health,
safety or welfare therein; and authorizing the conveyance
of any such site so acquired to the Silver Spring Hospital
Association, Incorporated, a bona fide Maryland Corpora-
tion, organized for the purpose of operating a hospital in
said area; and providing for the manner and method of
paying for said hospital site by borrowing upon the faith
and credit of Montgomery County such sum or sums as may
be necessary to carry out the provisions of this Act.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Montgomery County
sitting as the District Council for the Montgomery County
Suburban District be and they are hereby authorized and em-
powered to appropriate at any time and from time to time,
either in the annual budget appropriation or by interim reso-
lution, such sum or sums as they may by resolution declare
to be necessary or expedient, but not in any event to exceed
the aggregate sum of Forty Thousand Dollars ($40, 000. 00)
for the purpose of acquiring by purchase or by condemnation
within that portion of the Montgomery County Suburban Dis-
trict which lies in the 13th Election District of Montgomery
County and which is known as the 5th Suburban District of
Montgomery County, a land site suitable for the location of a
hospital impressed with a public interest intended primarily
to administer to the needs of the residents of said area and of
Montgomery County generally, or for any other purpose neces-
sary for the preservation of the public health, safety and wel-
fare in said area and in Montgomery County, and to borrow
upon the faith and credit of Montgomery County such sum or
sums as may be necessary to carry out the provisions of this
Act.

SEC. 2. And be it further enacted, That in order to carry out
the provisions of this Act the said County Commissioners of
Montgomery County, sitting as the District Council aforesaid,
are authorized and empowered in the event a suitable hospital
land site is acquired as hereinbefore provided, to convey the
same in fee simple to the Silver Spring Hospital Association,
Incorporated, a Maryland Corporation, bona fide organized
and existing for the purpose of erecting, maintaining and
