1870 LAWS OF MARYLAND. [CH. 1051

The Mayor and Common Council may make contract obli-
gations in debt in total amount not to exceed one-half (1/2)
of the total of all taxes levied under Section 16 and unpaid,
and for periods of maturity not to exceed one (1) year during
which disbursements out of funds collected pursuant to any
tax levy under Section 16 in excess of the amount of said
obligations shall not exceed one-half (1/2) of the total amounts
collected in taxes.

The said Treasurer shall receive such compensation for the
discharge of his duties, and such expense allowances, as the
Mayor and Council shall determine.

(b) The Treasurer, and such other officers or employees as
the Mayor and Common Council may by general ordinance
require so to do, shall give bond in such amount and with
such security as may be approved by the Council but in no
case less than One Thousand ($1, 000. 00) Dollars. The pre-
miums on such bonds shall be paid by the Town.

SEC. 13. And be it further enacted. That the Mayor and
Common Council may appoint and fix the compensation of
one or more police officers as they may deem necessary to carry
out the provisions of this Charter. Such officers shall preserve
the peace, enforce all ordinances, serve all notices and pro-
cesses, and perform such other lawful duties as the Mayor
and Common Council shall direct, and for these purposes the
said officers are hereby vested with the same powers as are
now possessed by the members of the Prince George's County
Force, within the boundaries of the Town of College Park, and
in addition thereto, they shall have the authority to transport
persons arrested to the nearest committing Magistrate in and
for Prince George's County and thence to the nearest place of
commitment, as directed by said magistrate.

SEC. 14. And be it further enacted, That the Mayor and
Common Council shall have the same power as the State
Board of Health, within the corporate limits of the said Town,
and may pass such ordinances as it may deem necessary for
the preservation of the health of the residents of the Town
and remove all nuisances from, and prohibit all business
within the corporate limits thereof, as shall in its opinion
affect the sanitary conditions thereof.

The Mayor and Council may annually appoint a health offi-
cer for the Town in the same manner as other appointments
are made, who shall be a reputable practicing physician, whose
duty it shall be to exercise the same functions in matters
pertaining to health within the corporate limits of the Town
as health officers of the State Department of Health, and he
shall receive such salary or compensation as the Mayor and
Council shall fix.
