cate any kind of research that may have as its objective the
improvement, discovery, or processing of any new or old mate-
rial, or of any known or unknown substance, the objective of
which is intended to be for the benefit of industry or for use
in any form or manner by human beings, animals, or plants.

SEC. 3. And be it further enacted, That the Board of Direc-
tors of this corporation shall be composed of the Chairman and
two other members of the Board of Regents of the University
of Maryland, the President of the University, the Dean of the
College of Engineering of the University, and two members
representing industry, these two members to be appointed by
a majority vote of the Board of Regents of the University.

SEC. 4. And 'be it further enacted, That the said State In-
stitute for Industrial Research shall have the power to apply
for and obtain patents, to sell patents outright, to accept royal-
ties from patents, to sell any process or invention and to ac-
cept money therefor, to accept gifts, devises, or take any other
action which may aid in the promotion and development of in-
dustrial research; provided, however, that all such monies,
gifts, or income, of any kind whatsoever, shall be immediately
given to the Board of Regents of the University of Maryland
to be used in the further promotion of research as that Board
may direct.

SEC. 5. And be it further enacted, That no gift of any kind
or nature whatsoever, shall be accepted by the State institute
for Industrial Research and no patent, process, or invention,
or anything else which may belong to the Institute, shall be
disposed of, in whole or in part, or any other business of any
kind whatsoever transacted, without prior approval by the
Board of Regents of the University of Maryland.

SEC. 6. And be it further enacted, That this Act shall take
effect June 1, 1945.

AN ACT to add a new section to Article 77 of the Annotated
Code of Maryland, title "Public Education", sub-title "The
State Board of Education", said new section to follow im-
mediately after Section 14 of said Article and to be known
