100 of the Annotated Code of Maryland (1939 Edition), title
"Work—Hours of, In Factories-', to be under new sub-title
"State Employees", said new section to be known as Section
77, to follow immediately after Section 76 of said Article, and
to read as follows:
STATE EMPLOYEES
77. (a) Every State employee except per diem and hourly
employees who works in excess of forty-eight (48) hours in
any week shall receive extra compensation for such hours
worked in excess of that time. The amount of compensation
for such excess shall be computed by dividing the weekly com-
pensation by forty-eight and multiplying the resulting quotient
by the number of hours worked in excess "of said forty-eight
hours.
(b) Every per diem State employee who works in excess
of forty-eight hours in any week shall receive compensation for
such hours worked in excess of that time. The amount of com-
pensation for such excess shall be computed by dividing the
per diem compensation by eight and multiplying the result-
ing quotient by the number of hours worked in excess of said
forty-eight hours.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

AN ACT to add four new sections to Article 17 of the Anno-
tated Code of Maryland (1939 Edition), title "Clerks of
Courts", sub-title "Clerks of the Circuit Courts", said new
sections to be known as Sections 72A, 72B, 72C and 72D,
inclusive, and to follow immediately after Section. 72 of said
Article, relating to the making, filing and recording of plats
for sub-divisions of land for town or villa sites, streets, roads,
lanes or alleys, and requiring the Commissioner of the Land
