of all persons engaged for it in custodial and janitorial care
of school buildings in Allegany County and of all persons
engaged for it in stenographic and/or secretarial work in
Allegany County; and such increase shall be based upon the
salary or wage schedules in effect on June 1, 1945; provided,
however, that this Act shall expire June 1, 1947.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.

(House Bill 385)

A1ST ACT to repeal Sub-section (13A) of Section 6 of Article 4
of the Code of Public Local Laws of Maryland and Baltimore
City Charter (1938 Edition), title "Baltimore" City", sub-
title "General Powers", as said sub-section was enacted by
Chapter 664 of the Acts of 1943, and to enact in lieu thereof
a new Sub-section (13A), authorizing the Mayor and City
Council of Baltimore to establish a Baltimore Redevelop-
ment Commission with certain powers and subject to certain
limitations.

SECTION 1. Be, it enacted by the General Assembly of Mary-
land, That Sub-section (13A) of Section 6 of Article 4 of the
Code of Public Local Laws of Maryland and Baltimore City
Charter (1938 Edition), title "Baltimore City", sub-title
"General Powers", as said sub-section was enacted by Chapter
664 of the Acts of 1943, and to enact in lieu thereof a new Sub-
section (13A), to read as follows:

(13A). (Baltimore Redevelopment Commission. ) (a) As
used in this Paragraph (13A), the term "blighted area" means
any area in Baltimore City in which a majority of the build-
ings have declined in productivity by reason of obsolescence,
depreciation or other causes to an extent that they no longer
justify fundamental repairs and adequate maintenance. The
term "slum" means any area in Baltimore City where dwell-
ings predominate which, by reason of depreciation, over-crowd-
ing, faulty arrangement or design, lack of ventilation, light or
sanitary facilities or any combination of these factors, are
detrimental to public safety, health or morals. The term "Re-
development Area" means any slum or blighted area, or any
