(b) To receive and administer trusts, endowments, or
bequests, adding the proceeds thereof to the Public Library
Fund or as provided by the trust;
(c) To recommend to the county commissioners the pur-
chase, condemnation, rental, use, sale or conveyance of real
and personal property, for any purpose valid under this
sub-title; to select, with the approval of the County
Commissioners, the location, and make or approve plans
for the erection of library buildings thereon;
(d) To enter into contracts for any library service, with
any other library or with any governmental unit.
172. The librarian shall be appointed by the Board of
Library Trustees, and must meet the standards set up by
the State Board of Education. The librarian shall act as
the general executive officer of the library and manage the
normal operations thereof, according to the broad policies
approved by the Board of Library Trustees. He shall pre-
pare the annual budget of the library, to be presented for
approval to said Board. He shall nominate, for appoint-
ment, all clerical and professional employees in the county
library and its branches, and no such employee shall be
appointed by the Board without a recommendation from
the librarian. The librarian may promulgate reasonable
rules and regulations for the use of the library and its
branches, stations, and bookmobiles, subject to approval
by the Board of Library Trustees; provided, however, that
in any county or city library already in operation on Janu-
ary 1, 1945, which is thereafter brought within the pro-
visions of this sub-title, any librarian who was serving in
that capacity on January 1, 1945, shall be considered to
have met the standards set up by the State Board of Edu-
cation for librarians, and shall be eligible for appointment
as librarian by the Board of Trustees.
173. In any library established, or operating under this
sub-title, all appointees to the professional staff must hold
a certificate of library qualifications issued by the State
Board of Education before they may be appointed by the
Board of Library Trustees; provided, that in any library
already in operation on January 1, 1945, which is there-
after brought within the provisions of this sub-title, any
employee who was in the service of the library on January
1, 1945, shall be considered as qualified for appointment to
the professional staff of any library established under this
Act, and shall be considered as having met the standards
set up by the State Board of Education for the appropriate
certificate.
