170. For each county in which a county library shall
have been established and is operating under this sub-title,
the Governor shall appoint a Board of Library Trustees,
except as herein otherwise provided. Said Board shall be
composed of seven (7) members, who shall be chosen
solely with regard to their fitness for the position, except
that no person shall be so appointed, or hold office, if he is,
or would be, in any manner subject to its authority. Of the
Board of Library Trustees first appointed for any county,
one member shall be appointed for one (1) year, one for two
(2) years, one for three (3) years, one for four (4) years,
one for five (5) years, one for six (6) years, and one for
seven (7) years. Thereafter, each appointment shall reg-
ularly be for a period of seven (7) years. Vacancies on
the Board, for whatever reason caused, shall be promptly
reported to the Governor by the remaining members there-
of, or may be reported by any interested resident of the
county. The Governor shall forthwith name an appointee
to serve the balance of the unexpired term. The Trustees
may be removed from office by the Governor, for ineffi-
ciency, misconduct in office, or wilful neglect of duty.
Members of the Board of Library Trustees shall serve
without pay. They shall meet at least once every three
months, and at their first meeting following their appoint-
ment they shall organize by the election of officers.
171. (1). The Board of Library Trustees in any county
shall have the following general powers and duties:
(a) To adopt by-laws for the conduct of its business,
and to choose its own officers;
(b) To make reasonable rules and regulations for the
use of the library;
(c) To have general control of the library staff, includ-
ing powers of appointment, dismissal, and the fixing of
salaries;
(d) To supervise the use of and have custody of all prop-
erty used for library purposes;
(e) To develop library services throughout the county,
by such means as stations, branch libraries, and book-
mobiles;
(f) To make annual reports as to the operation and
conduct of the library as hereinafter prescribed;
(, g) To perform all other acts necessary for the proper
control of the library.
(2). The Board of Library Trustees in any county shall
have powers and duties as to finances, as follows:
(a) To receive all "moneys and to control and make all
expenditures from the Public Library Fund, for the pur-
poses of this sub-title.
