Libraries", and to enact, in lieu thereof, nineteen new
sections to be known as Sections 163 -181, inclusive,
creating a Division of Library Extension in the State De-
partment of Education, providing for public library ser-
vice throughout the State, the appointment of Boards
of Library Trustees, the establishment of new libraries,
and for the assistance of existing libraries, the levying
of taxes for the support of the same, and for the opera-
tion and maintenance of libraries.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 163 - 181, inclusive, of Article 77 of the Anno-
tated Code of Maryland (1939 Edition), title "Public Edu-
cation", sub-title "Chapter 15. Public Libraries", be and
they are hereby repealed and that nineteen new sections be
and they are hereby enacted in lieu thereof, said new sec-
tions to be known as Sections 163-181, inclusive, and to
read as follows:

163. There is hereby established a central library agency
as a division in the State Department of Education, to be
known as Division of Library Extension, which shall be
under the immediate supervision of a Director who shall
be appointed by the State Board of Education on nomina-
tion by the State Superintendent of Schools. The Director
shall hold a degree from an accredited library school, and
shall have had administrative experience in libraries and
such other qualifications as said Superintendent may deem
advisable in order to provide efficient service in the develop-
ment of a State-wide library program.

164. There shall be such professional and clerical staff
in the Division of Library Extension as may be deemed
necessary to make effective the provisions of this sub-title,
for which provision shall be made in the State budget.
The Director and other employees of the Division shall
receive such salaries as shall be provided in the State bud-
get. The professional staff shall be appointed and may be
removed in the same manner as the other members of the
professional staff of the State Department of Education
and shall be subject to the same general control, rules, and
regulations.

165. Under the control and direction of the State Board
of Education, and subject to its approval, the Division of
Library Extension shall have the following powers and
duties:

(a) To develop State-wide public library and school
library services;
