create a menace to the health, safety and security of the
residents of said County; to adopt and enforce all needful
rules and regulations therefor, and to provide therein re-
claiming fees and charges in connection therewith and penal-
ties for violation thereof.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Montgomery County
be and they are hereby authorized and empowered to establish,
maintain and operate within Montgomery County upon land
now owned by said County or to be hereafter acquired for such
purpose, directly or by contract, a pound or place of confine-
ment for the removal, care and disposition of licensed or un-
licensed dogs or other animals which may create a menace to
the health, safety and security of the residents of Montgomery
County; and they are further authorized and empowered to
adopt and enforce all needful rules and regulations for all and
any of the purposes herein mentioned, and to provide therein
reasonable reclaiming fees and charges in connection there-
with and penalties for the violation thereof.

The County Commissioners of Montgomery County are
further authorized and empowered, whenever in their judg-
ment it may become necessary to do so, to enter into a contract
or agreement with such persons, association of persons or cor-
porations as they may deem suitable, for the removal, care and
disposition of licensed or unlicensed dogs or other animals as
hereinabove set forth, on such terms and conditions and for
such compensation as may be agreed upon between the said
County Commissioners of Montgomery County and such per-
sons, association of persons or corporations.

The County Commissioners of Montgomery County are
hereby directed to levy annually such sum as may be required
for the purposes herein set forth.

SEC. 2. And be it further enacted. That this Act shall take
effect June 1, 1945.
