issued in such form as said Commissioners shall determine,
with interest not exceeding five per cent. (5%), and shall be
issued in accordance with the provisions of Sections 33-36,
inclusive, of Article 31 of the Annotated Code of Maryland
(1939 Edition). The authority conferred by this section shall
expire on June 1, 1947, and no money shall be borrowed or
bonds issued under the authority of this section after June
1, 1947.

SEC. 2. And be it further enacted, That the provisions of
this Act shall not become effective until it has been submitted
to the qualified voters of said town for approval or disap-
proval at a regular town election or at a special election called
by the Commissioners of said town for that purpose. At any
election at which this Act shall be submitted to the voters,
there shall be printed on the ballots to be used at said election
the title of this Act and the words "For Bond Issue" and
"Against Bond Issue", in such form as to give every voter the
opportunity to indicate his choice. If a majority of those
voting on said question shall be "For Bond Issue", then the
provisions of this Act shall become effective but if a majority
of those voting on said question shall be "Against Bond
Issue", then this Act shall become null and void and of no
effect whatsoever.

SEC. 3. And be it further enacted. That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed upon by yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly of Maryland, the same shall take effect
from the date of its passage.

(House Bill 737)

AN ACT to repeal Section 201 of the Code of Public Local
Laws of Montgomery County (1939 Edition), being Article
16 of the Code of Public Local Laws of Maryland, title
"Montgomery County7', sub-title "County Commissioners and
Treasurer", and to enact in lieu thereof a new Section 201
of said Code, relating to the taxation of tangible personal
property in Montgomery County.
