shall prepare separate instructions for the operation of voting
machines. Said instructions shall be furnished by the Secre-
tary of State to the several Boards of Supervisors of Elec-
tions, who shall respectively cause the same to be printed in
large, clear type, on separate cards, to be called "Cards of
Instruction", and said Board of Supervisors shall furnish
twelve of the first above mentioned sets of instructions with
ballots for use in each election precinct in which paper ballots
shall be used and twelve of the second above mentioned sets of
instructions for use in each election precinct in which voting
machines shall be used. They shall also cause to be printed
on light cardboard or heavy-sized paper, ten or more copies
of the form of the ballot provided for each voting place at each
election therein, in type of the same size, which shall be called
"Specimen Ballots", and the same shall be furnished with the
other ballots prepared for each voting place at which paper
ballots shall be used, and the same number of copies of the
form of the ballot-label, printed on similar material in type of
the same size shall be furnished for each voting place at which
voting machines shall be used. On the morning of said election
the said Supervisors of Elections shall cause to be conspicu-
ously posted in each polling place said cards of instruction and
specimen ballots, and one of said cards of instruction shall be
fixed in each booth or voting compartment, and the said speci-
men ballots shall be conspicuously displayed in said polling-
room and on the outside of the building wherein said voting
shall take place. Not less than three of said cards and three
of said specimen ballots shall be posted outside of the guard-
rails, and not less than three of each of the same shall be
securely and conspicuously posted on the outside of the build-
ing in which the polls are held, before the balloting begins, in
such position that the same may be easily examined by the
public.
200. It shall be the duty of the Police Commissioner of
Baltimore City to secure from the several patrolmen (a) the
name of every person above the age of twenty-one years who
shall have removed to or from any permanent residence,
whether in a dwelling-house, lodging-house, apartment or hotel,
upon their respective posts, (b) the sex of such person, (c)
the color of such person, (d) the address from which such per-
son shall have moved, (e) the address to which such person
shall have moved, and (f) the date of such removal, and to
furnish information as to the above facts, at least twice
in every month, to the Board of Supervisors of Elections of
Baltimore City. Upon receipt of such information, applica-
tions for change of address shall be mailed by the Board of
