this sub-title as may be reasonable and necessary. All said
expenses shall be paid by the Mayor and City Council of Bal-
timore and the County Commissioners of the several counties
respectively in precisely the same way as compensation and
similar election expenses are now provided to be paid by law.

144. Any person who shall wilfully sign any false appli-
cation or oath, and any person who shall wilfully do any
act contrary to the terms and provisions of this sub-title with
intent to cast an illegal vote or to aid another in so doing,
and any person who shall in any way wilfully violate any of
the provisions of this sub-title, and any person who shall fail
or refuse to perform any duty imposed upon him by the pro-
visions of this sub-title, and any person who shall apply for
a ballot under any other name than his own, shall, upon
conviction thereof, be sentenced to pay a fine of not more
than $1, 000 or be sentenced to the penitentiary for not more
than two years, or be sentenced to both fine and imprison-
ment, in the discretion of the court. In all other respects
the penalties provided in this Article shall apply.

144A. All provisions of law shall remain in full force and
operation to the extent that said provisions are not inconsist-
ent with the provisions of this sub-title; and all laws and parts
thereof, and all rules and regulations adopted thereunder, in
so far as the same are inconsistent with the provisions of this
sub-title, are suspended to the extent of such inconsistency
and shall remain so suspended until the termination of this
sub-title by proclamation of the Governor, as hereinbefore pro-
vided.

ELECTION EXPENSES AND PROHIBITION OF CORRUPT PRACTICES

AT ELECTIONS

145. The provisions of this sub-title shall apply to all elec-
tions of all officers for whom ballots shall be cast pursuant
to the provisions of this Article, and to the election of all
officers by the General Assembly of Maryland and to all pri-
mary elections preliminary to any such other elections, and
to all candidates to be voted for at any such elections or pri-
mary elections, and the term "primary elections" shall include
(a) all elections held to nominate a candidate for any public
office, or to elect delegates to a nominating convention; (b)
nominating conventions of such delegates; (c) caucuses of
members of the General Assembly.

146. The term "Political Committee", within the meaning
of this sub-title, shall include every committee or combination
of two or more persons to aid or promote the success or de-
