porary Boards of Registry and said temporary Election Judges
shall be the same as that paid Election Judges in the County
or Baltimore City at the same election, as the case may be,
and such compensation shall be paid by the County Commis-
sioners of the counties, and by the Mayor and City Council
of Baltimore, respectively.

141. An Absentee Resident otherwise qualified under this
sub-title to register as a voter in Maryland may be so reg-
istered, any provision or restriction of Section 31 of this Arti-
cle, and any other provision of law requiring a declaration
of intention to the contrary notwithstanding, and said Sec-
tion 31 and any other provision of law requiring a declara-
tion of intention are hereby declared inapplicable to all such
Absentee Residents. All Absentee Residents, properly reg-
istered under this sub-title, shall, after their registration as
in this sub-title provided, be entitled to vote either under
this sub-title or in person in the same manner and to the
same extent as may persons registering under the sections of
this Article comprising the sub-title "Registration".

142. The provisions of this sub-title shall be construed
liberally in order to effectuate its purposes.

143. Whenever the condition which resulted in the issuing
by the Governor of the Proclamation on May 21, 1942, in ac-
cordance with Section 304 of Article 33 of the Annotated Code
of Maryland (1939 Edition), as it existed before its repeal by
Chapter 1 of the Acts of 1944, terminates, it shall be the duty
of the Governor, as soon as is convenient and proper, by Proc-
lamation, published once in no more than three newspapers
in each county and in Baltimore City, to declare this sub-
title terminated, and such a Proclamation shall terminate this
sub-title as of the date of said Proclamation.

143A. Whenever the provisions of this sub-title are enforced
at any election the Supervisors of Elections of Baltimore City
shall be entitled to receive, in addition to the compensation
now paid to them, the further sum of $200 each for every such
election, and the Supervisors of Elections of the several coun-
ties, and their respective Clerks, in addition to the compensa-
tion now allowed them, shall each be entitled to receive such
additional sum for services actually rendered in the perform-
ance of their duties under this sub-title as shall be allowed by
the County Commissioners of the several Counties, but in no
event less than $10 per diem for such services. The Supervisors
of Elections of Baltimore City and of the several counties
shall be allowed such further sum for expenses and clerical
hire in the performance of the duties imposed upon them by
