1470 LAWS OF MARYLAND. [CH. 934

Sections 20 to 26, inclusive, of this Article shall be followed.
Any other county in the State may elect to be governed by
said Sections 20 to 26, inclusive, when such action is recom-
mended by the Board of Election Supervisors and approved
by the County Commissioners thereof, in which event the Board
of Supervisors shall either cause the names of all persons
then registered on the registration books to be transcribed
on the forms or cards provided for the permanent registration
of voters as hereinafter provided, or, in the discretion of said
Board, the voters in such county shall execute such registra-
tion forms or cards at the office of the Board of Registry or
such supplemental Boards as may be established as provided
in Section 25 (b) hereof. The registration of voters in said
county shall thereafter be governed by said Sections 20 to 26,
inclusive, of this Article instead of by Sections 12, 13, and
15 to 18, inclusive, above.

20. It shall be the duty of the Boards of Election Super-
visors in said city and counties respectively to prescribe the
style, color, quality and dimensions of all forms, cards, and
records required to provide for the permanent registration of
voters as herein provided, and to prescribe the requirements
of the cabinets, binders and other equipment needed for filing
the original and duplicate registration cards, but no particular
design or make shall be prescribed for such cabinets, binders
or other equipment. Such registration forms or cards shall
consist of an equal number of original cards or loose-leaf pages
of one color and duplicate cards or loose-leaf pages of another
color, of a size adequate to contain the information required
for books of registry by Sections 13 and 15 of this Article.
Provision shall be made on said cards or loose-leaf pages for
recording the facts that registered voters have or have not
voted at each general, special, or primary election, and space
shall be provided for such recording for a period of not less
than twelve years. The fact of voting shall be indicated by
writing the letter "V" in the proper space. Provision shall
also be made on such cards or loose-leaf pages for showing
subsequent changes in address or party affiliation.

21. The registration of voters shall be conducted as here-
tofore prescribed in Section 15, except that cards or loose-leaf
pages shall be used instead of books. When such cards or loose
leaf pages have been duly filled out and both the original and
duplicate registration forms have been signed by the applicant
for registration and returned to the Board of Supervisors of
Elections, the original and duplicate forms shall be filed in
different filing cases or loose-leaf binders. The original forms
shall be arranged by precincts in alphabetical order and shall
constitute the precinct register for use in polling places on elec-
