twenty-one (21) ? (3) Have you been a bona fide resident of
the Town of Morningside for at least six months? Should the
answers of such applicant be in the affirmative to each such
question, it shall be the duty of said Board to allow such
applicant to register. But should such applicant refuse to
answer all such questions, or should the answer of such appli-
cant be in the negative to any such question, then such appli-
cant shall not be allowed to register. Should any applicant
answer any such question falsely, he shall be guilty of the
crime of perjury and subject to the penalties provided by the
law of the State of Maryland. Any applicant who feels that
he has been aggrieved by any ruling of said Board as to his
eligibility to register may appeal to the Circuit Court for
Prince George's County, which Court shall determine such
appeal.

(J) That it shall be the duty of said Board of Election
Supervisors to make a record of all applicants who present
themselves to register, and a record of all persons who have
registered, and a record of the reasons why such applicant
has not been allowed to register, which said records shall be
signed by each member of said Board and sworn to before
the Secretary Commissioner, or before a Justice of the Peace
or other officer or person (including a Notary Public), hav-
ing authority to administer oaths in Prince George's County.
Such records, when not being actually used by said Board,
shall be turned over to said Morningside Commission to be
kept among the town records. Such records shall be open to
public inspection.

(K) That the record containing the names of those persons
who have registered shall constitute and be the list of per-
sons eligible to vote at all town elections, and no person whose
name does not appear on such record shall be eligible to vote
at any town election. Provided, however, that nothing con-
tained in this paragraph shall apply to the election provided for
in Section 11 of this Act to determine whether or not this
Charter shall be adopted. And provided, further, that said
Board of Election Supervisors shall strike from such list or
record of eligible voters the names of such persons who have
ceased, for a period of not less than six months, to be bona fide
residents of the town. But no name of any eligible registered
person shall be stricken from such record, or list of eligible
voters unless (1) there shall be filed with said Board of Elec-
tion Supervisors a statement sworn to by at least one regis-
tered voter to the effect that the person whose name is to be
stricken off is dead or for a period of not less than six months
has not been a bona fide resident of said town, and (2) a notice
of the intention of said Board to strike off such name shall
