(b) The Commissioner may in lieu of examinations provide
for general rules exempting from competitive examinations,
positions to be filled by unskilled manual laborers and may
provide a system of registration for such laborers as in his
judgment will best provide for such positions.
681. The Commissioner shall prepare a list of persons
eligible for appointment to the positions for which examina-
tions have been given. Such list shall consist of the names of
persons whose general average and whose marks on any exam-
ination exceed the minimum set by the rules of the Commis-
sioner. Such lists shall be posted by the Commissioner in his
office and shall continue in force for one year from the date
of posting,
682. Whenever a vacancy occurs in any position in the
classified service, the appointing authority shall make requi-
sition upon the Commissioner for a list of persons eligible to
fill such vacancy. The Commissioner shall thereupon certify
to the appointing authority the names and addresses of the
persons upon the eligible list for the class in which the position
is found, and said appointing authority shall appoint one of
the persons so certified to said position.
683. (a) When from pressure of work an extra position
must be established for a period not exceeding ninety days,
the appointing authority shall make requisition upon the Com-
missioner for the appointment of an extra employee stating
the duties to be performed and the probable length of employ-
ment. The Commissioner shall authorize the appointment of,
with or without competitive examination, a qualified person,
provided that no such appointment shall be made for a period
exceeding ninety days,
(b) An appointing authority or any officer authorized by an
appointing authority may, to prevent the stoppage of the
public business when an emergency arises and time will not
permit of the securing of the consent of the Commissioner and
the appointment by him of a person, appoint any qualified
person during the emergency for a period not exceeding sixty
days. Persons thus appointed shall be known as emergency
employees. Prompt report shall be made to the Commissioner
of emergency appointments and such appointments shall not
be renewed.
684. (a) All persons who were employed as of December 1,
1941 in the service of any County department, commission,
board, office or institution of Montgomery County, which
comes within the direct executive and administrative jurisdic-
