sary for the proper construction, care and maintenance of
the County roads and fix the wages thereof. He shall have
power to appoint so many and such assistants, inspectors,
foremen and clerks as he may think necessary and fix their
salaries, subject to the approval of said County Commission-
ers. He shall have power to arbitrarily discharge any of his
employees or appointees, without the consent of the County
Commissioners, but whenever any one appointed by him and
whose salary has been approved by the County Commissioners
is discharged by him, he shall immediately notify said County
Commissioners in writing of his action and of his reason or
reasons therefor.
(B) The Baltimore County Roads Engineer shall inspect the
roads and bridges of the county as often as may be necessary
to thoroughly familiarize himself with the condition and re-
quirements of the County generally and make such special ex-
aminations and report as the County Commissioners may re-
quire. He shall have full power to suspend work being done
by contract if the same is not in his judgment being done ac-
cording to the contract. Said Engineer shall annually on or
before the 15th day of April in each year, or such later date
as the County Commissioners may fix by resolution from time
to time, make a written report to said County Commissioners
covering the condition of the County roads and the improve-
ments that have been made in each district in the twelve months
ending on the last day of the preceding December, showing
the amount and kind of material used on each road with a
detailed statement of its cost and the amount and cost of
labor on each road and the amount of money expended for
road purposes in each district. Said report shall contain a
concise statement of the amount of money expended in each
district and a short summary of the work performed in each
district, which concise statement and summary shall be pub-
lished by the County Commissioners for two successive weeks
in one or more newspapers of general circulation in Baltimore
County and published therein.
(C) All materials and supplies to be used in performing
any work under this Act, shall be requisitioned by the Roads
Engineer through the Purchasing Agent of Baltimore County,
and shall conform to the standards and specifications set by
said Roads Engineer. On all purchases of more than f250. 00
in amount, said Purchasing Agent shall advertise for bids,
or, in his discretion, where sources of supply are limited, shall
secure prices from two or more reputable sources of supply.
All purchases, however made, shall be subject to approval of
the County Commissioners of Baltimore County.
(D) On or before the first day of October in each year
said Baltimore County Roads Engineer shall also submit a
