and storm water drains and use of the roads, streets, sidewalks,
lanes, alleys, bridges and drains of the County by any person,
firm or corporation including public utilities, as said Commis-
sioners may consider necessary for the proper protection of
said roads, streets, sidewalks, lanes, alleys, bridges and drains
of the County and the rights of the public therein and thereon,
and to impose reasonable penalties for violations of such rules
and regulations and make other necessary provisions for the
enforcement thereof. Such rules and regulations when re-
corded among the records of the County Commissioners of Bal-
timore County shall have the force and effect of any other
municipal ordinance regularly adopted by authority of the
Legislature. A certified copy of any such rules and regulations
shall be deemed proper evidence of the same in any of the
Courts of this State.

(12) To encourage property development in Baltimore
County, the Commissioners, in their discretion, may assist de-
velopers or other property owners in the construction of roads,
drains and other similar structures. Such assistance may be
in the form of a contribution of a part of the cost of the work or
by the furnishing of labor to assist in the construction. Such
assistance, in whatever form, shall not exceed one-third of the
total actual cost of construction. No contribution shall be
allowable for any grading or engineering costs and same shall
not be considered in the grant of any assistance. Application
for assistance must be in writing addressed to the Commis-
sioners, and fully describing the nature of the project for which
assistance is requested. No assistance, in any form, shall be
granted except by and with the approval of the Roads Engineer
of Baltimore County. Nothing herein shall be construed as
requiring any contribution by the Commissioners to any per-
son, firm or corporation, and any contribution allowed shall
only be available in exact accordance with the terms and con-
ditions of the grant, and subject to such general rules and
regulations as may be promulgated with respect thereto by the
Commissioners.

SEC. 2 And be it further enacted, That a new section be
added to Article 3 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Baltimore County", sub-title "Roads
and Streets", said new section to be known as Section 589, to
follow immediately after Section 588 of said Article, and to
read as follows:

589. (A) The Baltimore County Roads Engineer shall be
responsible to the County Commissioners for the proper expen-
diture of all money collected, by levy or otherwise, for County
road and bridge purposes. He shall have power to employ so
many and such mechanics and laborers as he may think neces-
