under certain circumstances and prescribing the procedure
therefor.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and the same is hereby added to
Article 3 of the Code of Public Local Laws of Maryland (1930
Edition), title "Baltimore County", sub-title "Roads and
Streets", said new section to be known as Section 573, to fol-
low immediately after Section 572 of said Article, and to read
as follows:
573. The County Commissioners of Baltimore County, in
addition to their other powers and duties under the law, shall
have full charge and control over all County roads, streets,
sidewalks, alleys, highways, storm water drains, and bridges
and all matters pertaining thereto. Without limiting in any
manner the generality of the Commissioners' control as afore-
said, said Commissioners shall have the following rights,
powers, privileges and duties in connection with county roads,
streets, sidewalks, alleys, storm water drains and bridges in
Baltimore County, as well as any other rights, powers, privi-
leges and duties of said Commissioners under any other pro-
visions of law:
(1) It shall be the duty of the Commissioners from time to
time to travel over and personally inspect the public highways,
sidewalks and bridges through the County and any work being
done in connection with same.
(2) Whenever a road is opened, accepted, altered or closed,
such fact shall be properly designated on the official road map
of Baltimore County.
(3) The Commissioners may in their discretion provide for
directional signs at road intersections or crossings; may give
or change the names of County roads as they see fit; and may
provide appropriate regulations for the numbering of build-
ings.
(4) The Commissioners shall have full power and authority
to open, close, plan, construct, maintain, repair, improve, pro-
tect, preserve, alter, re-locate, straighten, widen, re-build and
in general control all bridges, highways, roads (whether or
not taken over as County roads), sidewalks, alleys, storm
water drains and such other facilities, appurtenances or ad-
juncts as may be deemed necessary or advisable in conjunction
with the establishment and continuance of an efficient County
road, bridge, sidewalk and storm water drainage system.
(5) The Commissioners shall have the right to acquire prop-
erty for any of the purposes of this Act by purchase, gift, de-
vise, bequest, exchange or condemnation.
(6) For any of the purposes of this Act, the Commissioners
are authorized and empowered to agree and contract with any
