SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.

CHAPTER 855.
(House Bill 832)

AN ACT to repeal and re-enact, with amendments, Section 137
of Article 3 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Baltimore County", sub-title "County
Commissioners", to clarify the restrictions upon the spend-
ing powers of the County Commissioners of Baltimore
County by the inclusion of expenditures from sources other
than tax levies.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 137 of Article 3 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Baltimore County",
sub-title "County Commissioners", be and the same is hereby
repealed and re-enacted, with amendments, to read as follows:

137. Said County Commissioners of Baltimore County are

hereby prohibited from spending or appropriating during a
fiscal year any sum or sums of money other than the amounts
received from:

(a) levies upon the taxable basis of Baltimore County for
said fiscal year;

(b) charges, assessments, and receipts other than taxes,
authorized or required by law to be paid to said Commis-
sioners; provided that the expenditure of any of said receipts
shall be in strict accordance with the requirements of the par-
ticular law under which the money is received;

(c) loans authorized by law; provided that the proceeds of
any such loan shall be expended in strict accordance with the
requirements of the particular law under which the money is
borrowed; and

(d) gifts, clevises, and bequests.

SEC. 2. And be it further enacted. That this Act shall take
effect June 1, 1945.
