offense, crime, misdemeanor, prosecution or proceeding, except
motor vehicle cases, whether now or subsequently denned,
unless the statute defining them declares, by specific refer-
ence, that this section shall not apply.
13A. All appeals from judgments of Trial Magistrates
taken in accordance with the provisions of the preceding sec-
tion shall be heard and tried de novo notwithstanding that
the person accused pleaded guilty before said Trial Magis-
trate. Except in cases of appeal from the judgment of the
Trial Magistrate, the accused shall be entitled to an appeal to
the Court of Appeals from the judgment of the Circuit Court.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1945.

AN ACT to repeal and re-enact, with amendments, Sections 14
and 39 of Chapter 548 of the Acts of the General Assembly of
Maryland of 1937, increasing the annual tax limit and the
maximum debt limit for the town of Ridgely, Caroline
County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 14 and 39 of Chapter 548 of the Acts of
the General Assembly of 1937 be and they are hereby repealed
and re-enacted, with amendments, to read as follows:
14. The Commissioners of Ridgely shall have power to levy
annually a tax on the assessable property of said town for the
general purposes of said corporation, not exceeding in any one
year One Dollar ($1. 00) on each One Hundred Dollars
(|100. 00) worth of said assessable property, which shall be
a lien on all of said property, real, personal and mixed,
within said town until paid, and said taxes shall be due
and payable on or before the First day of July, and a dis-
count of two (2%) per cent shall be allowed on the payment of
the said taxes if paid during the month of July, in which month
they become due, and interest shall be chargeable on such taxes
after the First day of September immediately following the
date when the same become due and payable.
