If free negroes hired or bound under

provisions of, this act, prove un-

faithful, by absconding, &c., upon

complaint and proof, said commis-

sioners may sell such free negro as a

slave for life, to the highest bidder,

at public sale,

Duty of said commissioners in regard

to aged free negroes,

To collect the amounts stipulated in

such bonds, by suit or otherwise,

and report the same annually to the

county commissioners, together with

a statement of expenses attending

the operation of this act, and the

amount necessary to support those

incapable of being hired or bound,

and county commissioners, after de-

ducting same from gross amount of

hire-bonds, shall direct the balance

to be paid to the hired free negroes

in proportion to the amount stipula-

ted in each bond, which payment

shall be in the presence of a justice

of the peace, who shall certify the

same, and certificate be filed in

clerk's office, and funds to be distri-

buted among free negroes in such

manner as said board shall deem

best, &c.,
