Gilbert, as a justice of the peace in

15th election district of, made valid,

POPULATION— County com-

missioners of counties therein named

to appoint biennially a board of

three commissioners for each elec-

tion district, to be styled a Board of

Commissioners, for the better con-

trol and management of the,

Times and places of, meeting of said

board,

To issue summons to bring before them

the free negroes of all ages and

sexes in their respective districts,

Board to give free negroes notice to

provide themselves with homes by

hiring to some respectable white per-

son for twelve months, and in case

of neglect, to have such free negro

sold to highest bidder at public sale

for one year,

To sell as aforesaid all free negroes who

fail to produce to said commissioners,

on or before the 1st day of January,

in each year, the note or bond of

some respectable citizen with secu-

rity to be approved by said commis-

sioners for the hired services of such

negro for the term of twelve months,

which notes or bonds may be subject

to suit in the counties named, as any

other note or bond,

groes between the ages of four and

twelve years to some citizen of the

respective counties named,

for and support till four years of age
